Police in Nice have arrested a man wielding a machete on the Promenade des Anglais, the waterfront boulevard where 84 people were killed Thursday night, when a man plowed a truck into pedestrians in what French authorities are calling a terrorist attack.
According to witnesses, the man was arrested in possession of “a large knife” at a vigil for the victims of the attack.

Local daily Nice Matin reported that the man was walking a puppy. He was arrested at 8:50pm, and is believed to have been taken to the Auvare police station for questioning.
Residents of Nice have been gathering near the site of the massacre to lay flowers, light candles, and pay tribute to the victims. French President François Hollande has declared three days of mourning for the victims of the attack.
